If worn by an AA person, it is not racist. But it could still be prejudice.

I think there is a difference between throwing on an old t-shirt to jog — no big deal. Deliberately wearing it as a subtle way of saying you wish it was still the name is obnoxious and offensive because no one likes belligerent people like that.
