I’ve tried earplugs but have issues with wax buildup caused by frequent use of them. Actually sometimes the dog is outside much longer than 15min, it’s been about 40min now. They let it out 10 times a day or more. It barks off and on every few minutes. Ugh.
I realize this is annoying behavior but it's reasonable to let their dog out in their own yard. You stated it's a limited bark as they exit the house so I'd lean towards getting an antipark device off amazon. If a neighbor approached me about this, I would ask them what they expect me to do. A dog barks while entering a yard to let the other things in the yard to know it's coming. I wouldn't collar my dog for that.

It's a limited bark so it's NOT incessant? Plus One to the barking device. It is fox and deer season now, so all kinds of things to warn about in the dark. Neighbors should bring the dog in after a few minutes though.

C. We have a large property so no one else can hear our dog. If others can hear your dog, it is not cool to let them out at those hours.

I do too. It’s a tough one. You don’t want to be a grumpy jerk. Our neighbors do the same thing. Thankfully it’s not in the middle of the night, but it’s early morning and then throughout the day and evening. I have never once seen them take the dog for a walk and they rarely play with it. I feel sorry for the dog, who seems neglected to me. Not abused, but ignored. I cannot fathom why they got the dog.
For the poster asking about the 10 minute rule. This is becoming a more common noise ordinance. Since too many people are unable to understand the effect of their actions on others and violence has become so random, it’s yet another social ill we’ve thrown onto the police.
