Because they have tons of restaurants, a movie theater, a dog bar, and a bowling alley. The draw is the entertainment stuff - the shopping (which is actually pretty limited) benefits from the overall activity.
Downtown Silver Spring is also doing well for the same reason. There is a movie theater, duckpin bowling, Dave & Buster's, etc. There is also density nearby, so it can support two grocery stores and smaller niche shops. No, it's not as high end as Friendship Heights was, but it's thriving even as shops in FH are closing down.
