Agree. Then you have the only people who will take a 15 are narcissists that like to control people.
All our GS15 were 45+ directors or such pushed out of private industry moving to govt for stable job to work till retirement. They aren’t bad and often come in with good ideas from industry.
That is not usually the way Govt hires for 15s. They would go for someone that has experience of working within Govt and have good rapport within various groups. That's why you see 90% of the 15 hires were previous feds.
