I got a ticket in Montgomery county last spring for “passing” a school bus, going the opposite direction, on the other side of a unbroken median/non-intersection, with a CREEK running down the middle of it! I was literally on the other side of a body of water, and I still got a ticket.
What a bunch of bullsh!t.
That does seem odd. I know in VA you can pass a bus going in the opposite direction on a divided highway/roadway.

I had one that stopped by my house at a 4 way stop, so I looked this up awhile ago. The stop is not just about where the kids are getting off, it's all directions.

What if the bus is on the other side of the intersection, say 100 feet or so past the stop sign, and you make a right turn at the intersection?
You haven’t passed the bus. You’re 100 feet behind it. You’re turning 90-degrees away from it.

Don't do it. If a cop catches you or you're captured on camera (cell phone), you'll get a ticket.
All Arlington buses have cameras on the side to catch and fine ALL cars that break the law. Where I live, in Moco, all buses have cameras on them. I don't know where OP is.
