You could do a carnival party with games. There is a company called Kidsmart Carnivals that does them. They have discounts in winter, so it might work with your budget.

Hiring neighborhood teenagers to help is a great idea. We did this in the past and it provided some buffer.
Things we have done for back yard parties ...
This age still like games like pin the tale on the donkey
Relay race of some type (we had a minions party and everyone needed to run and put on a yellow t shirt and a banana)
Musical Chairs - make sure you have the clean version of the songs
Big Jenga - 5 kids is a good # of this at any given time
We have the cloth indoor snowballs and had the kids throw to knock things over (once again minions themed) but there is a lot you can do with these - like a relay race with a spoon etc
But - if you want to do the easy button - take them all to see the new Black Panther movie and call it a day.

Can't you bring your own "structured" activities?
They sell a 20 pk ok of Dino eggs on Amazon and the kids chiseled away at at for a good 20+ min.
We also purchased a 30pk of wooden airplanes abd the kids decorated it , assembled it, and flew them around.
It helped that I had a teenager call over the kids when it was time and lead the activities. The teen also got the kids psyched for nerf battles/different targets set up/mixed things up.
