We’re in DC and have a small group of kids led by a highly qualified and educated teacher. It is still considered homeschooling (not a formal, accredited educational facility that is designed to meet or held to state standards) and each kid also has subjects supported by their parent and/or other local schools and/or online providers.

I’ve found OSSE to be helpful. Have you talked to them?

HSLDA (Homeschool Legal Defense Association) has a lot of information on these sorts of issues, by state.

If not, that’s setting up a private school and there are likely a ton of restrictions and it’s not homeschooling.
