One of my kids rearfaced to 3.5.
One of my kids rearfaced to just before 4.
One of my kids rearfaced to just past 4.

So, yes, people do keep kids rear facing until at least 3.5. I wish I could have kept all my kids rear facing until they were 5 or more, but they are all extremely tall and outgrew their seats by height.

She likely either too heavy or too tall for the infant seat. So get a new one. My son was over the heigh by 10 monthts (he was/is 99% for height)

Assume it depends on the kid. I have a big, extremely carsick preschooler -- she was forward facing on her second birthday. My younger boy is also on the big side, but he doesn't mind cars and just snoozes. I could absolutely see keeping a small kids rear-facing longer if they just wanted to nap in the car -- it's safer and it doesn't really matter.

Rear facing, not refusing, above.

Car seat tech here: the PPs are all correct you need a convertible seat that does RF and FF. It is now recommended you keep the child refusing as long as possible in a convertible seat. Whatever the max height and weight is, not age so much. No brand is any safer than others. If you have a small car you’ll need a smaller seat while RF otherwise you won’t have room to put the front seats back for adults in the front.

If I were buying a convertible car seat for rear facing right now, I would check out Nuna Rava, Clek Fflo or Clek Foonf, and Britax. I currently have the clek foonf for forward facing and like it a lot because it has rigid latch, a good headrest, and ability to recline (in forward facing). I used britax seats in the past and found them easy to use. Convertible sets can be pricey, but you can get a few years of use out of them.

Check your owner's manual. The Chicco Keyfit 30 can be used until they are 30 lbs or 30 inches, whichever comes first. I've used it with all 3 of my kids, and the first two outgrew it by height around 9 months or so. My third is still in it at 7.5 months, but will also need to be moved to a convertible in a month or so because he's 28.5 inches now.

Every car seat has different specifications. Which infant seat are you using?

https://csftl.org/the-four-steps-of-car-seat-safety/

DS was in an infant bucket seat until he was too heavy for me to carry. I think around 8-10 months we switched to a Convertible car seat. He was rear facing in that seat until 4yo. (The law is 2yo, but best practice is 4yo or they outgrow rear facing) Then flipped the car seat so it was front facing. Then at around 6yo we switched to booster with a back that converts to a backless booster.
