When I visited Scotland in winter, I wore warm chunky knits every day, all day. Comfortable, and it's what everybody wears. I have several chunky knits from Scotland that I brought home with me.
The damp is worse than the cold. And the wind can be COLD!. I would suggest some sort of hat, beanie , cap to ward off the head chill.

Another Scot chiming in, and I totally agree with the advice above.

For travel, I'd plan to layer with a nice warmish rain jacket that can fit a puffy underneath. That lets you wear one, the other, or both; and a packable puffy is lightweight and easy to pack.
