Actually Elrich got more votes this time around. The reason it was so close it's because of all the republicans who switched and voted for Blair.
There are people who switched parties, but there is no data to show the magnitude of that switch . If you look strictly at total registrations, the Dems gained about 2,000 for this primary but unaffiliated gained about 15,000. We don’t know, without out more data, whether this had an impact.
