What is sickening? sour grapes?

There is a new thread on the middle school magnets every few weeks. Every time one peters out a new one is started. Same arguments over and over again. Keep your eyes open for these words and phrases:

equity over excellence
highly abled
low FARMS
high FARMS
Larla
CoGAT
99%
game the system
lawsuit
lottery
laughed out of court

Maybe not "sickening" but getting tiresome

There will always be people unhappy no matter what the process is. But I think the fact that this keeps cropping up so regularly signifies that the process that is currently in place is insufficient and leaving large numbers of students with academic needs unmet and ignored.

+1

The problem with MCPS is lack of transparency and lack of science based research to back up the system they are using. There are many school systems that have overhauled their magnet programs but usually they have been very open with the exact process for how points are awarded to each child and citations for studies that support their system. They are not just making it up on the fly and then refusing to release information about the selected students and outcomes. They are usually very clear about their goals and the changed mission of the magnet programs going forward.

MCPS changes things every year and they seem to lie about it. There is way too much secrecy in the MCPS process and they are not being held accountable.

This report is very interesting. From 2019 to 2021, number of students placed has gone down while the student pool increased.
Am I reading this right? Did they put two groups at disadvantage and promoted two other groups?

The numbers are very curious. It doesn't make sense why the # of placed is going down so much. At Eastern the number of students "placed" in 2020 was 188 while in 2021 it was only 112. Anybody know what is going on? All of the schools show a drop.

In the old method, lots of kids go into both Takoma Park and Eastern. My incoming 8th grader was in that cohort - accepted in early 2020 for a fall 2020 start - and we saw a lot of the same kids at both accepted student nights.

My understanding is that with the new lottery, which began for the class entering middle school in fall 2021, kids only received offers for one of the two magnet programs. So maybe that’s why there were fewer offers for the same number of slots?

Oh interesting. Yeah no one got multiple offers this year.

Not true. We know several folks who got offers from both programs as well as lottery selection from consortium schools

That seems highly unlikely as the pool is huge. I'm sure one of the mathematicians on this board could easily calculate the odds of one child receiving multiple offers much less "several folks" you know.

Takoma Park has 100 out of area and 25 in area seats
Eastern has 100 out of area and 12 in area seats
Clemente and King have 50 out of area and 25 in area seats
This information for in area is based on a student’s home address, not current elementary school.

The MCCPTA's Gifted Education Committee has an explanation of MCPS's annual Board report numbers (the one linked by a PP) on pages 27-30 of its Complaint from the Public. Here's the link to the Complaint (an internal one filed with MCPS, not a district court complaint). https://drive.google.com/file/d/1t3i9kssWABBpzLoduJo-2JVziplDMhBj/view

"The 2018-2019 and 2019-2020 Annual Board Reports used the terms “placed” and “considered.” For Eastern and Takoma Park, MCPS defined the term “considered” as the number of students who took the CogAT assessment(including those who were not centrally identified but opted to take the CogAT). For the local enrichment and accelerated courses (LEA), the term “considered” was explicitly defined to mean the number of students who were centrally identified to be evaluated (even if they did not take the CogAT). The Annual Board Report did not define the term “placed,” but the number of students “placed” in the magnet middle schools matched the numbers “invited” to the program. The number of students “placed” also exceeded the number of seats actually offered in the respective magnet program. Based on internal discussions with MCPS, we believe MCPS used the term “placed” to
mean that the students had been invited to the program, not that they actually matriculated."

"When MCPS states the number of students “considered” for the Centers and magnets, it provides the total number of students in the catchment area. For example, MCPS “considered” 7747 students for the Eastern Middle School magnet, which is the number of students in the entire grade in the Downcounty catchment area. This practice artificially inflates the students “considered,” in contrast to how the term was used in prior years."

This. That was a really unusual year. 2020 was universal selection so every child in the grade was considered and they took the top. I think this is only one of two classes that went through universal selection and PP is correct that there were definitely kids who got into both Eastern and TPMS and declined. It really wasn't a lot of kids but I can think of half a dozen we personally know off the top of my head.

It was very common pre-lottery. The acceptance processes to the two schools were independent of each other, and many 5th graders who are strong academically score well across the board.
