As others have said, BMI is sort of a BS measure. You're probably gaining weight with muscle, which is a good thing.

you could definitely be putting on some muscle, but it is hard to tell from a 3 lb change in weight and a 1-3% change in body fat. Body fat measurements aren't' 100% accurate and scale weight fluctuates for any number of reasons.
how are your measurements looking? Are you also taking pictures to track progress?
