Acclimation is real.
I mean if you grow up without AC you are bound to experience some hotter days. You get used to them. May not be comfortable or happy with them but you do get it's a day and you get through it cause there's no other way.
If you have had access to AC on the other hand, your expectation is that it is around anytime it be hot. When it's not, it's torture. You haven't experienced enough of the heat because you haven't needed to. It's that expectation and anticipation psychologically that is worse than the actual getting through of it.
It's just human nature. So much is psychological. Not suggesting heat stroke is not real just saying that a lot of things are also about the ability to manage emotions.

My relative says the real problem is how inefficient the repair/handymen/HVAC techs that would install ACs. They can't ever get anyone to show up, it's not installed correctly, when it breaks no one will fix it.

I was just in Italy and it was over 100. Everyone seemed pretty fine with it and they also don't have much AC. I was even on a train that didn't have AC. It was awful, but not unbearable.
