I am almost same stats as you. only time in my life when i got close to flat belly i was 103 pounds (at 5"5) and even then i still had a small layer of fat on my belly (and yes i had rock ard abs from the intense abs sessions). Apple shape... nice boobs, thin legs, will always have a soft belly. I am trying to make my peace with it and overall i look better at 110.
But to answer you OP. What does make a difference beyond being on the underweight side is low carb and no gluten. I think my belly is particularily sensitive to bloating + gains visceral fat easily. no gluten helps with the bloating in my case and low sugar/carb helps with the visceral fat (see links between sugar, metabolic syndrom, visceral fat and pre-diabetes)
