I just read on the Fairfax permitting site that if roof sheathing of more than 256 sq. ft. is being replaced, then a permit is needed. Maybe this is what the OP is doing? This happens if the sheathing has rot.

Rookie new owner mistake getting a permit on something no one cares about and opening can of worms. Did it myself first house and building dept helped me close prior permits pretty easily

That's not always true, at least in DC. Roofers will know if they need a permit. And to the PP saying "find one who will do the work without a permit," that's how the other PPs bought lemons. Get the permit.

Just find a roofer that will replace your roof without pulling a permit.

I'm in Loudoun and their permits and inspections office is really helpful. We were dreading it, but it's been a very easy process. We call and they usually show up the next day to inspect. Frankly they've been wonderful and not the disaster that DC permits is.

Also it depends on what kind of permits. Were they electrical and now they're walled in? That might be more difficult.

Sounds like fun.

Hiring an attorney will cost you money and buy you headaches. Research and find the issues and the solutions- money, inspectors, etc. Resolve this at the lowest possible level. Focus on fixing the problems.

PS I didn’t know how to do this when we bought our house. Our inspector caught the open permit and the seller had to resolve it before we closed. But going forward I always will check.
