I'm not so sure that the bolded statement is accurate. Seriously, folks should at least do some research (or hire a lawyer) and figure out if they have a case. My two minutes of research suggests that environmental hazards must be disclosed in DC, so I would think plane noise qualifies. Don't be afraid to sue, folks.
