Doubtful the cops knew exactly what was happening as the situation was unfolding in real time. It's so easy to sit there behind a computer screen with 20/20 hindsight.

I think it's becoming clear that the SRO saw the AR-15 and quickly understood he was outgunned. So he tried to speak with the shooter before he entered the school, to dissuade him from entering. Shooter just kept running and entered the school. There's seems to have been some preliminary engagement with other early first responders within the first few minutes, but they quickly retreated and established a perimeter. By then, the gunman was already in a classroom and the police then focused on removing students from other classrooms.
Essentially, that 4th grade class was sacrificed because the police knew they were outgunned and/or didn't have the fortitude and courage to engage the shooter.
