+1. Very few people are breeding around here. I think the dog was likely just fat. Like with people, I just wouldn't bring it up. I have a fit Golden and sometimes get comments that he is "skinny" or "thin." Just nod and ignore. But I wouldn't call out someone for having a fat dog or being fat themselves.
