Does seem like it! My guess is that with COVID, it's a lot easier to stay within the United States and not have to deal with international COVID testing rules.

This

Also, passport renewals are taking a long time currently so it's helpful that traveling to Puerto Rico doesn't require a passport.

That's no longer true. Passport wait times are back to normal. Everyone I know who has applied since beginning of 2022, even for first time for kids, have gotten them back max 8 weeks, and generally within 3-4 weeks.

Kasalta restaurant in Condado has terrific food! Near El Yunque we loved Lluvia Cafe for awesome coffe, juice, pastries and hearty breakfast. Bungalu rooftop for seafood wraps, drinks, etc. and you can’t miss La Estación in Fajardo. It’s on a Condé Nast best restaurant list somewhere. Also check out El Vinquistador which is back open with a small water park that’s a hit with kids.

The Luqillo kioskos are delicious but my family really loved the food at La Parilla. A nicer restaurant at the end of the kioskos- not a kiosk itself.

I don't know about the pass thing, must be new. Otherwise El Yunque was no more difficult logistically than a trip to Skyline Drive. Start your day at Rico Pan for coffee and Mallorca sandwiches.

You need to book tickets to hike El Yunque in advance through National park service and they sell out.

Bungalu - for a great rooftop vibe, killer drinks and food, family friendly
Lluvia café - for the best coffee and breakfast and pastries

In Fajardo:

La Estación - for BBQ fusion and seafood with a cool atmosphere that is family friendly

In Condado:
Kasalta for yummy pastries and sandwiches and bread and all sorts of Spanish style fare

In Guaynabo:

Wilo’s Eatery and Bar

In Dorado:

Positivo Sand Bar - for sushi
Café Cuatro Sombras for killer coffee
And Italian restaurant next to Cafe Cuatro Sombras la I forgot the name of

Another vote for Bungalu - relaxing rooftop, friendly server, delicious food. Three of us had the stuffed avocado dish, so good! (A split open, perfectly ripe avocado topped with salad and a protein (fish, chicken, steak )).
