DC can’t do anything you’re wanting it to do because it’s NOT A STATE. DC can’t even force MD and VA drivers to pay tickets, as it’s not a state.
So, if DC were a state, would its AG hold violent teen criminals responsible for their crimes? Would the council / mayor permit police to apprehend Mad-Max ATV riders?
