The big concern at the time was that Soviet nukes and nuke scientists did not end up in rogue states. None of the nuclear powers wanted to add more countries to their club. Ukraine was newly independent and was not a stable country with a stable government. It was never a option that Ukraine keep Soviet nukes.
We wanted Russia to account for and take custody of all their nukes and keep their scientists on the payroll, properly disable and store missiles, etc., so we helped pay for them to do that with our oversight and inspection.

They are betrayed by Russia that promised not to attack. They aren't betrayed by the USA which never promised to protect them from other invaders. The agreement was about Russia and USA promising not to attack Ukraine, they guaranteed security against themselves, not against others.
