DP: Chinese intellectual property theft is well-documented, but it tends to be corporations and government orgs not research scientists. Research scientists tend to be educated in the US/UK so I'm not sure their productivity comments much on the Chinese educational system.

I'm not a big fan of these set-asides either, but in this context doesn't it make sense for the US to tap into the previously untapped populations like First gen, LGBTQ+ and other marginalized communities? Who knows what hidden gems we have missed all these years?

Good question. I'd guess the US and UK, mostly.
A lot of them are definitely attending universities in the US but only the brightest (and some richest) get sent. China's brightest are getting the best the US can offer in terms of education while here our brightest students can be looked over because they do not fit in some equity scheme (URM, First Gen, Legacy..)
