No my mom says she asks the butcher and they usually give her just the bone for no charge. And of course if you do not keep kosher, no need for a kosher butcher.

That's what you are looking for - it should be kosher meat - it should have meat on it, nit just a bare bone. The one at Wegmans is likely not kosher. At the meat counter, not the deli counter. Where they have ribs, steaks, other cuts of meat in the case.
