Take a deep breath and let these schools figure it out. You don't have all the information about why individual schools are taking slightly longer to life their mandate. There's not really anything to figure out. The CDC says masks aren't necessary. The Department of Health says masks aren't necessary. What expertise do these schools have that trumps them? Maybe we should follow the science....
