I don't think any serious person doubted it would reduce the price at the pump. But it's terrible policy. Artificially increase demand when demand is outpacing supply? It just keeps the market from correcting itself.
In the 1970's the government responded to oil price shocks with gas rationing. That was worse policy. But only slightly.
