Right. They are filling seats, which is useful and goes to the early non-conspiratorial explanation to why certain buildings were chosen.

No, TPES is a regular neighborhood primary elementary school with the same curriculum as other MCPS schools.

....because DC commuters are not HS students, generally?
Also, what do you mean by "both" HS magnet programs, since there are many more than 2 HS magnets. If you are talking about Blair, it's serviced by MCPS buses but also by a ton of public transporation, which I assume any HS student is capable of accessing.
