Absolutely... unless ist inclement weather or heavy traffic.
all the ICC folks or any toll site with electronic tolls, need to do is just measure the distance between toll locations. when a car goes through th plaza it gets a time/date stamp. when it goes throgh the net one, another time date stamp. easy enough to calculate speed based on time/distance.
send them a speeding ticket with the bill for the toll.
Govts have always avoided this because it is a terrible idea. People will get rid of EZ pass or avoid the road altogether to avoid big brother watching. The road to hell is paved with good intentions. This idea would just end causing more traffic and waste all of the money the state poured into the ICC be dude many people will stop using it.
