If this is the kid at my kid's down county middle school a few years ago, she antagonized kids repeatedly and was more bully than bullied. That was not similar.

What you describe is a form of prohibited sexual harassment by creating a hostile school environment and schools have a duty to create a safe learning environment.

Sexual harrassment and denial of equal access to school could be considered a civil rights violation, which can open the system up to a law suit and treble damages. It’s important to get it all on paper. Establishing that MCPS is aware of these issues and non-responsive makes them vulnerable.

Also, see if the girl can get friends of hers or his to share screen shots of social media posts with these threats. Sometimes the perpetrator can even be baited by a peer into admitting the threats and these can be preserved with screenshots. Ask about group chats or threats in comments on SM, or by DM.

This is how a perpetrator was outed in my DD’s extended friend group - two different guys making two different unrelated threats! (Threats less serious than rape or bodily harm)

Sadly girls still experience a huge amount of sexual assault and harassment in school. School officials tend to do nothing unless pushed.

Sorry, I realize that's not advice. So I will tell you what we did.

1.) Got a peace order.
2.) Filed police reports for each episode.
3.) Threatened to sue until we got a transfer to a different school, which we did.

I get the need for due process, and for children to be treated differently than adults and allowed some time to rehabilitate, and why the police couldn't do more without physical evidence or having the girl go through the traumatizing process of a lawsuit.

HOWEVER this all seems so, so wrong. the girl is left so traumatized she needs professional help and the boy isn't even suspended or put into separate classes, and the administration can't even respond to a parent's very serious concern. I cant help but feel that if the boy said these things to another boy, or to a teacher, it would be taken very differently.

I'm trying to get friend to speak up to the PTA or something, even if she moves or changes schools, for the good of the other kids because honestly--though i admit that i'm not around teens or tweens much--sounds pretty sociopathic to me. and if he's doing it this young, and with so few consequences, i can see his behavior escalating to something even more dangerous. I am so glad i don't have a daughter or any child that goes to that school.

Didn’t read, did you? Come on mcps pr, read the thread before posting stupid responses.

Other than contacting the superintendent and police you don’t mention what efforts your friends has made. Your friend hasn’t even done a bully report which is something that most people know about. There is a lot of anger on this board and in this thread toward MCPS but real help can’t be given without more information

Expelled??? Or just moved to another school and all you know is the kid is gone.

If I was your friend, I would document all of the incidents and all of my outreach to the district, then I would meet with a lawyer (in my area, I know exactly who I would go to first-he's got experience with ed case and is a pitbull).

After the "kill list" she finally went to the police (the harassment had been happening for months before, but it was always about rape, not murder).
