My friend rear-ended someone and the car never stopped. My friend followed when they finally stopped, the person asked for it to be "dropped" and the cars fixed on their own. They didn't want the police called because they said they had an open warrant for FTA from parking tickets. They also didn't want to go through insurance to avoid price increases.

OP didn’t state where it happened but in DC 911 is the non emergency police line. You call 911 and state it’s not an emergency and they route you.

OP here, I think I’m clearly at fault since I went straight, not realizing I was in a left turn only lane. So they were in the lane to my right and they turned left (they were in a straight or left lane) and they hit me because they expected I was turning.

don’t do this. 911 is for emergencies. Call the non emergency number and explain the situation. They will know if the other driver called in. If they didn’t then you’re good to go. If they did then either the dispatcher or an officer will put u in contact with each other. No police report is needed. The Police don’t just do reports because you think you need one. OP here, I'm not sure about this because I am on the fence about whether our damage is worth filing with insurance. It's an older car and we may either pay for the body work out of pocket or just live with it. If I call insurance, we risk our rates going up. My main concern is doing right by the other driver.
