California has a homeless population 11x larger than New York. So its really not comparable.

Also the approach to the homeless population is vastly different. The unidentified nurse was attacked at the Union Station bus stop on E. Caesar Chavez Avenue, just after 5 a.m., FOX 11 of Los Angeles reported.

During the assault, the assailant, who law enforcement said was a homeless man in his 40s, punched the nurse in the head, causing her to fall and strike her head against the ground, the station reported.
