What do you want from them? Principals and teachers are not at liberty to make their own COVID procedures. This is a school board issue.
They want to be able to blame teachers for any and all ills. Period.

Then you have not been reading the guidelines. I set up my camera and my students quarantining followed my
lessons. It was one way but at least they didn’t miss instruction. They emailed me assignments for feedback.
