That was actually a great program and reduced crime. The program was cheaper than sending people to jail and it worked. It was based on a really interesting program in Richmond, CA. Clearly locking up criminals does not serve as a deterrent. I want people who are going to be thoughtful and try to find solutions. We don't need the lock them up forever crew. It doesn't work.
