I looked at CS and it said 100% who applied got accepted but I thought at VT you cannot apply to a Eng major you are just in general engineering until sophomore year where you have to have a 3.0 to pick your major. Am I wrong?

I was the one who posted that, but I inadvertently posted Fall 2020 numbers, which themselves had ridiculously large waitlist admits. (Fall 2021 are not out yet) But I have heard that the WL was even more used in Fall 2021 admits, so it doesn't change the story much. VTs enrollment management creates a lot of angst, serves their purpose of raising their reputation, but rarely shuts qualified students out because it still has a higher acceptance rate than other similar caliber schools.
So, sorry for the error, but I think the story remains the same.

3.98 GPA?!?! That's unweighted? You basically need all As to have the average GPA at VA Tech???? It's not even a top 25 school. What in the world???

Well, we’re in LCPS and that’s the only GPA they report. I suspect other school districts are similar.
In the SCHEV link it's clear the GPAs are weighted since some are above 4.0. And that shows the VT median GPA was 4.0.
Loudoun county is one of those with very inflated GPAs. They give honors bumps for music and band etc. and have un- timed tests and multiple retakes.
All school districts, not just Loudoun. And I don’t know where you get “multiple retakes” from. You may get one retake and your score is capped at 80.
