Put a trash can on the deck so he can put the garbage bag in there and the animals can’t get to it. Move it to the front on trash day.

Are those the two options - clean up after him like a child, or clean up after him using his favorite jacket?

Perhaps it's possible to move the garbage cans or develop a new system since it seems like neither of them actually wants to do this totally normal chore.
