This used to be fairly commonplace in CA where the HOV lanes were a bigger deal than they are here. Then enforcement stepped up.

The risk of getting caught is very very low. The opportunity to get to work etc earlier is very great. You do the math.

My favorite was a Mazda Miata with just one guy driving with the top down. He clearly gave zero fs
