Use your turn signal. I will make space to let you in. And so do most of the people I encounter when I use my turn signal. (And, yes, most of my driving is inside the beltway or within 10 miles of it.)

I always used my signal until I moved to DC. Then I quickly learned that that just alerted the driver behind me to speed up and cut me off!

Yes, in MD they speed up so you can't get in. You have to do it on the sneak. Bonus for last second signal when it's too late for them to block your move
