You might never see a high beam or LED beam in less dense areas, but in the city, or near suburbs, you're bound to notice someone driving like this. It's a numbers game. I've driven in lots of cities around the world that have the same issue, and it's made me hate driving at dusk or night, especially if it rains: the raindrops reflecting the more or less intense beams give me a splitting headache.
No, I'm not confusing it w/ new lighting. Again, you can tell idiots drive around with their high beams on because of the patterns on their headlights.
