Nissan Leaf 2015 or newer if you can find. Chevy spark EV or fiat ev.
The leaf is the best car but there may be issues with how much range is left on the battery. You can research this and find a good deal though, or one that's had the battery replaced. 2015 leafs have better battery chemistry than the years before.
It's a great all around no maintenance car with massive depreciation, so cheap.

A Ford Taurus or Chevy Malibu is a better choice than a Toyota or Honda. Depreciation is your friend.
I had a Taurus I bought used in 2000. Very boring looking. Not sexy. Plain Jane. Rated extremely reliable.
I drove it till 2008. Not a single problem. I got t-boned by a SUV going 60 mph. Blew out window. Winshield cracked. Dragged sideways 20 feet Down road. Both passenger doors no longer worked.
To my shock after police came and shook glass off cop said do you think you could make it to side of road while I call tow truck. Damn thing started up I pull to side tell officer I am driving home. He was shocked and the huge SUV was towed away. I found out a top JD Powers safety pick!!

Can he find an old AWD Subaru? Those things last forever.
This is my plan for my daughter as soon as she gets her permit. Price these out a few months ago and you could definitely get one for under 10 grand.
reliable cheap used subarus are hard to find, actually. And you have to be careful of the head gasket issue.
