I agree that if the two boys started punching randomly, then they need help. But I’ve definitely seen a pattern of where children who are aggressive, for whatever reason, are not given the help they may need. DCPS deals with such situations by blaming both aggressor and the target. That doesn’t help anyone.

Of course it has a reason. But the reason may have nothing to do with the victim. Why are you siding with the kid who punched? No wonder the parent wants the video. It seems no one can believe the victim unless someone is there recording it with a cellphone or something.


Punching is never OK, so there's that. But in understanding the history of context of what happened, an impartial adult / adults need to look into it. They can then address what to put in place going forward. Especially as every incident isn't bullying, though this well may be. They need to establish what transpired (to the best of their ability), and whether it's part of a pattern of behavior that may even include other kids .

We had to read the DCPS bullying policy this past week - not something you want to do the second week of school. So I feel for you, OP. Here's what we learned:

There's a difference in how the matter is treated if it's a "conflict" or "bullying" A conflict is between two people and both kids receive consequences. Bullying has a victim. So by punishing your kid, it's now a conflict and the school doesn't have to do what it's supposed to do according to its bullying policy.
