I’m not sure how it works, because fortunately I’ve never had to plan a school shooting related funeral for my child, but I would think the governor’s office would reach out to the families and say they’re coming/see if they’re welcome, rather than wait for an engraved invitation to a funeral from the parents. Maybe it’s different in Texas though. At any rate, that would mean 21 families rejected his outreach if he tried, and if he didn’t try, well, now we know how uncaring he is.
