My kids are black and we have talked a lot about this. Both said they would have walked away when Karen revealed her crazy (as in as soon as she refused his request). She’s awful and deserves what happened to her. We applaud him for standing up for himself and the leash laws. But also recognize that he egged her on a little.
He egged her on a lot. He was looking for this reaction from someone and he's clearly done this before if he carries treats. His behavior wasn't ok. He has no authority to enforce leash laws and he should have called the police.
His behavior was fine. He was protecting the general public and wildlife from the bitch and her dog.

This was his fault. He does this regularly. He should have walked away. He is not law enforcement so he can ask but if she refuses, he should not be harassing her like that. They were both wrong and someone should have been the grown up and walked away.

We don't know what the treats were. They were never tested. You don't give treats to dogs without permission. He made a huge deal out of the leash for control. He wasn't scared of that dog or he wouldn't have tried to feed it or call it over. He was baiting her. He wanted the video for his sisters social media accounts. She/he wanted their 5 minutes of fame as she's a nothing writer in LA.
