Sure they can commit on 9/1 and not say a word you are 100% correct. The "issue" is that the timing of the announcement came during a shutdown period in which there is not supposed to be any contact between coaches and recruits. I think the OP was just saying that it was just poor timing to announce it during a shutdown period not that anything inappropriate happened but someone went off the rails and projected that is what was being said.
But it was not poor timing unless the new OP can explain what she means.
