Nope. They're still on the hook for liability - and administrative fines/penalties if they fail inspections (and worse, if they lie to the inspectors).
Interesting that in another thread people were complaining that Boeing was self-inspecting, but yet in this thread they're complaining that Disney won't get to continue doing so....

Florida still has to pay its legal fees, but Disney doesn't get to do whatever they want. They now have the same limits as other companies and don't have special privileges anymore.
Disney must submit to inspections and get approval for changes now, where before they controlled the district.
