I've studied meditation at a Shambhala center as well as Zen meditation at a monastery. Those are obviously Buddhist, but I think the answer to whether meditation is religious is: it can be, or not. But I'm more concerned because there are some downsides to meditation that can be pretty severe, which is why it shouldn't be undertaken flippantly or without proper guidance. I don't know what is being taught in schools, but I doubt they are equipped to handle the well-documented emotional or mental issues that can arise in <10% of people. Meditation can have negative outcomes for mental health, and it's not for everyone.
