Republicans believe in a smaller federal government and more power given to the states. The thinking goes that the governor is closest to his or her own people, understands their needs better and is supposed to budget accordingly. The states are supposed to operate as 50 mini incubators on problem issues - like disaster relief - so that the other 49 states can learn. Governors are supposed to plan ahead for disasters. Liberal governors don't - witness California. Then they whine as Cuomo is doing about not getting sufficient ventilators from the federal government. That's what Trump is saying back to him - it was HIS job to plan for disaster relief in his own state. The beauty of the system, when it works, is that the people of a state vote the governor out of office if they don't like what their governor and legislature are doing.
