I'd chuckle privately, if I were you. The Mayor's role has been historically purely a figure head. The VM was and is the main actor. The Wilson-leaning media have obfuscated that.
The Mayor gets a vote on Council, and gets to chair and set the agenda at Council meetings, and has a bully pulpit. I don't think Jinks would refuse to respond to an email from her on this or any other subject.
The local media (alex times and alex gazette) are of course pro-Silberberg and hostile to the Council majority, often viciously and dishonestly so. (AlexTimes wants to move the general election back to May from November, they claim "because local issues are different from national" but we all know because seperating from state and federal means lower turnout, esp among POCs, poor, renters, and young)
I have read the friggin emails. There is precisely one involving the VM, and precisely one in which someone from WMATA says (not to Jinks) that the NDA does not apply. The rest of this is arguments ab silencio, speculation, etc.
