Disagree. I think she just wanted to calm things down, and that was the fastest way. Remember, when Michone was out in the woods, and then she started shooting at the Walkers and said to Sasha that this was for her, not to help Sasha, almost like Michone wanted to keep that part of her.
Maybe she also thought it would show the residents that she is on their side to gain their trust, even though, I think, she will still have Rick's back when it comes down to it.

I think that's only because they have met someone like the Governor 2.0 (as PP mentioned). That place is not impenetrable. Plus, they do need to go outside to get supplies, and they don't seem to do very well when they do go out and encounter the walkers, or maybe even baddies.
