Nope. It's my insistence that DC is part of the US, and there is institutional racism in the US. Do you disagree with either part of this sentence?

Yes, of course.
But what are you saying with regard to the relevance of that in DC? That it's institutional racism against AAs even though the city is run by AAs? That doesn't make sense.
Or instead are you suggesting that it's personal racism, that somehow a handful of white cops in DC are routinely able to act out personal racism in DC and get away with it even in the midst of AA partners and even in the midst of a majority AA police department and likewise a majority AA run city? If that's the case what does it say about your fellow AA cops, council members, officials, et cetera, who apparently turn a blind eye to it when they have the power to stop it?
