I don't disagree with either part of the statement but you are looking to pass the buck on what is a local issue. If there's institutional racism going on with DC cops then it's up to DC first and foremost to deal with it.

Why doesn't it make sense? DC is not on its own little planet, with its own little personal history that started with a blank slate in 1975.

Yes, many of the people who run DC are African-Americans. Yes, there is institutional racism in DC. These two statements are not contradictory.
