When I lived in Georgetown 2004-2008...you had to go to the police station with visitor's VIN and license plate # to obtain a pass...and there was a time limit.

We were not given any extra passes. Only given passes for our car. It was a PIA everytime we had contractors come to the house or friends visit for the weekend from out of state---I had to go to the police station in Cleveland park to get a pass for their car.

When did they start giving out passes randomly???

We still have that house. I live in Arlington now with VA plates. Don't be to sure some of those cars aren't the landlords'. There are a bunch of MD and VA landlords in our row of rowhouses.

This is from the DC website:

"If you live in any of these areas you will receive an annual visitor’s pass that will allow your guests to park on RPP blocks in your community; this includes sides of streets with Resident Only RPP protection. These passes are only valid during the hours of RPP enforcement and they do preclude a resident from Registration of Out of State Automobiles (ROSA) tickets if they live in the District of Columbia and do not register their vehicle with the District DMV within 30 days of moving to the city."

There is nothing saying who qualifies as a "guest" or placing any limit whatsoever on the use of these passes other than that you may not use it to evade registering your car.

A student living in DC can get either a residential parking permit or a reciprocity permit for the parking zone where they live. If that permit is valid for the zone where they go to school, then they can park near school using that permit. If not, they can't. Why should students be treated any differently than anyone else? Also, AU law has its own parking policy which prohibits student without a valid residential parking permit for that zone from parking on the residential streets around the law school.

But that's the point - DC has enacted rules so students with valid residential permits CAN'T park on the streen near the schools.
