I don't think I use a lot of worksheets. My DW is also a teacher and she says the same. It does take a lot of time to gather materials and prepare lessons that don't rely on worksheets. If any subject is worksheet/copy heavy, it is probably science.
There are no workbooks, and textbooks are often online only. Worksheets are often what would have been done directly out of the textbook.

Seems like from your description these are time consuming data entry tasks, but I don't understand why they would be linked to teachers in ISIS which comes across to as some type of central admin IT staff.
